The Portugal D2 Visa, in 2026.
The residency route for entrepreneurs and business owners building in Portugal - advised end to end, from the business plan to genuine residence and the path to citizenship.
Residency for entrepreneurs
What is the Portugal D2 visa?
The Portugal D2 visa is a residency route for entrepreneurs, business owners and independent professionals who start, buy, relocate or branch a business into Portugal. Unlike the Golden Visa - which is a passive investment route - the D2 is an active one: it is built on a viable business rather than a fixed sum, and it leads to Portuguese residency, with the right to live and work in Portugal and, over time, a path to permanent residency and citizenship.
There is no fixed minimum investment. What matters is a credible business and evidence that you can fund it and support yourself in Portugal. It suits company owners, remote founders and freelancers who genuinely intend to live here.
01 · Requirements
What the D2 visa requires.
As of 2026, a D2 application rests on a viable business and the means to run it, rather than a set investment amount:
| Requirement | What it means |
|---|---|
| Business plan | A viable plan with market analysis and 3-5 year financial forecasts |
| Investment | No fixed minimum; evidence of funds to start and run the business |
| Means of subsistence | Proof you can support yourself and any family in Portugal |
| Accommodation | Evidence of somewhere to live in Portugal |
| Clean criminal record | From your country of residence |
| Genuine residence | You must actually live in Portugal (around 6+ months a year) |
Requirements as of 2026, based on current programme guidance; specifics and thresholds change. Smith & Adams confirms the current position for your case before you apply.
02 · The process
How the D2 visa works, step by step.
- Build the business plan. A credible, viable plan - market, model and 3-5 year forecasts - is the heart of the application.
- Set up in Portugal. Obtain a tax number (NIF), open a bank account and incorporate, buy or branch the company.
- Apply for the D2 visa at the Portuguese consulate in your country, with the plan, proof of funds, accommodation and a clean criminal record.
- Enter Portugal on the visa (valid roughly four months) and attend your AIMA appointment.
- Receive a residence permit (initially two years), then renew while the business and your residence continue.
- Progress to permanent residency after five years and, later, apply for citizenship.
03 · D2 vs Golden Visa
D2 or Golden Visa: which route fits?
Both lead to Portuguese residency and, over time, citizenship. The difference is active versus passive: the D2 is for people building a business here; the Golden Visa is for passive investors who do not intend to relocate full time.
| D2 Visa | Golden Visa | |
|---|---|---|
| Best for | Entrepreneurs & business owners | Passive investors |
| Basis | Viable business plan | Qualifying investment |
| Entry amount | No fixed minimum | Route-dependent (from €200k–€500k) |
| Physical stay | Genuine residence, with justified-absence exceptions (Art. 85, Law 23/2007) | Light-touch |
| Path to citizenship | Yes, over time | Yes, over time |

Stay, family & citizenship
Living in Portugal on the D2.
Stay. The D2 requires genuine residence, but the rule is more flexible than a rigid day-count. Under Article 85 of the Immigration Law (Law 23/2007), a residence permit only lapses for prolonged absence when that absence is not justified - and professional or business reasons can justify longer periods abroad. For founders who have to travel, that exception is a large part of the D2's appeal: you build a real base in Portugal without being tied to a fixed number of days. A specialist confirms how it applies to your case.
Family. The D2 allows family reunification - typically a spouse or partner, dependent children and dependent parents - subject to the current rules.
Tax. Qualified professionals who become new Portuguese tax residents may qualify for the IFICI regime (a 20% flat rate on eligible income); it is targeted and not automatic. We work with tax specialists to confirm what applies to you. See our Portugal tax guide.
Citizenship. D2 holders can reach permanent residency after five years and, later, apply for Portuguese (and therefore EU) citizenship. The qualifying period for citizenship is under legislative review in 2026, so we confirm the current timeline for your case.
